"Cook the Books" is such a crass way to say "optimistic, rewards-based re-consideration of your current market valuation". The banking regulators will use your contribution to fraudulently improve your bond rating regardless of your prior credit history!

Cook the Books increases your Debt Rating by one. It only affects your debt payment percentage and does not affect your stock price or the amount of debt you have. It is possible to buy Cook the Books and remain at a D bond rating if your debt-asset ratio is very high, though any additional Cook the Books bought in this state does still raise the threshold to allow you to get back to a C bond rating more easily.
